No they are not connected like that. Each hole has a small pad of solder on it, but they are not connected to each other. You can either connect them with solder, or a small wire between the needed components.

what is the use of the flat silver upper and down the pcb.i thought that this pcb’s like the breadboard but when I tested it with the multimeter it wasn’t the use i was thinking so what’s it use????

Well,you can use those as an edge connector for example but you can also use those to solder one pcb at a 90 degree angle on top of another like an L shape. Use one pcb as base plate with
                                                                                                                    bus bars and then solder a few at 90 angle like so I_I_I_I just to give you an idea, hope it helps.

How do these line up with Arduino boards. 5 cm looks like is wouldn't quite span both pin rows of an UNO for example.

Theseboards do not line up with the Arduino UNO or the other bigger boards, these are best suited for use with the Arduino Nano or the Mini. The boards are pretty handy if you're regularly doing prototyping and you don't
                                                                                                                    want it on a breadboard but more permanent.However, these boards are made up of through hole via's there's no separation between the two sides, personally I think the single sided proto boards are easier to work with because you don't have to think about spacing or think in layers which you're forced to with these boards.

I just use wires to join the points together, its a bir messy but easier and cheaper than using solder
