How can this unit support 24Vdc when the smart relay from Wangll is marked 14Vdc?

The relay is rated at 14V and 20A DC, so if you double the voltage then halve the current and you should be fine.

How critical is the 30 volt input limit? I want to be charging 24 volts of lithium batteries and the output voltage has to reach about 28.6 volts. This means that there is very little headroom between 30 volts and 28.6. What components in the module are critical for the 30 volt limit?

The starting charging voltage value can be set by the Start or Stop button
