It is a 3V and 5V power supply with Li-Ion battery management. It has no ESP or Arduino chip! So you do not need any driver. It works like a powerbank.

what is the unloaded current draw of the board itself?

I've measured this at 0.35mA (348uA) with a multimeter in series with a Li battery (at 3.98V). It measures the same whether or not the Output USB is switched on.
