I connect the panel to the controller and nothing is displayed. I measured the voltage of the panel aprox. 20V. Does that mean the controller is bad?

Make sure everything is hooked up rite and check for breaks in the wires also make sure the wire is in the controller correctly if all that checks out then ya the controller is probably not working.
